A first-time homebuyer program providing a below-market 30-year fixed-rate mortgage combined with 4% down payment assistance. Available in all Arizona counties except Maricopa and Pima (those have their own programs). Income must be at or below 80% of AMI. Has annual funding limits — may pause when exhausted.
USDA Rural Development covers eligible properties in rural Arizona — many areas outside Phoenix, Tucson, and Flagstaff qualify. VA loans offer zero down for eligible veterans statewide with no mortgage insurance. Both can be paired with Home Plus for additional closing cost assistance.
